When it comes to leadership grounded in service, Cindi Lloyd, Deputy Mayor of Bloomfield, Connecticut, stands as a shining example. With over three decades of experience in public safety, investigations, labor relations, and community service, Lloyd has dedicated her career to ensuring safety, fairness, and opportunity for all.
Her professional journey started at the Bloomfield Police Department in 1989, where she was the first African-American female police officer. Cindi followed her father’s footsteps into the Bloomfield Police Department where he was the first black male Bloomfield police officer.
She later advanced to serve as Chief of Security for Hartford Public Schools, managing a team of over 100 school special police officers across 41 sites. Her role included overseeing a multimillion-dollar budget, developing district-wide safety plans, and serving as the public face of school safety initiatives.
Education and youth advocacy have long been at the heart of her work. At Hartford Magnet Middle School, Lloyd coordinated the School Safety Committee while directly intervening to support students in conflict, always prioritizing their academic and emotional growth. She also worked as a Realtor and Property Manager, honing her skills in negotiation, compliance, and community relations.
Since 2007, Lloyd has served as a Special Investigator with the Connecticut Office of the State Treasurer. In this role, she independently investigates workers’ compensation claims and compliance issues, producing detailed reports used in legal and administrative proceedings. Her expertise in financial analysis, employee relations, and conflict resolution has made her a trusted voice in both state government and labor relations.
A longtime Union Steward, Lloyd has guided colleagues through grievances, negotiations, and workplace disputes, always advocating for fairness and equity. Her ability to balance firm decision-making with empathy reflects her commitment to justice and collaboration.
Today, as Deputy Mayor of Bloomfield, Lloyd brings her extensive public service career full circle—leading with integrity, compassion, and a deep understanding of the community she has served for decades.
